International Non-Commercial Document Supply

International Non-Commercial Document Supply (INCD) is a new service which will commence on 1 January 2012.  The service will offer overseas non-commercial users the ability to order articles via the not-for-profit library they are affiliated to. 

The British Library/Publisher Framework Agreement which supports INCD has been agreed by the International Association of Scientific, Technical & Medical Publishers (STM) and the British Library. The UK Publishers Association has also joined with STM in recommending the framework agreement to its members.

In addition to the British Library contacting its existing publishing partners regarding this new business proposition, the Publisher Licensing Society will consult with UK publishers in the coming months regarding the possibility of receiving a UK mandate to enable this new service. 

Articles supplied under INCD are solely for an end-user’s own private study or non-commercial research purposes.  The terms of the licence are distinct from the Library’s successful service for the supply of articles for commercial purposes, and will require end-users and not-for-profit libraries to agree to new terms and conditions.  

The Library will contact all non-UK, non-commercial libraries currently registered to discuss eligibility for the new service and how to proceed in order to become an authorised library. Articles can be supplied at speed with this new service, and there will be a cap on the number of deliveries to each authorised library in any calendar year.  The cap is set at nine items from each volume of a journal or serial or from the same book.   

The British Library’s Overseas Library Privilege Service will be withdrawn at the start of 2012.
